National Agro is Govt approved supplier for laser land leveler scheme in Punjab Pakistan

Under the Laser Land Leveler Scheme 2026 Punjab, the government pays a one-time subsidy of Rs 600,000 per laser land leveler (Rs 700,000 in Attock, Chakwal, Jhelum and Rawalpindi). A complete unit costs about Rs 1.2 to 1.4 million, so you pay roughly Rs 600,000 to Rs 800,000. The January 2026 round is closed, but 1,000 more units are planned for 2026-27. Applications go to your On-Farm Water Management (OFWM) office, and winners are picked by computerized balloting.

Every Punjab farmer knows the problem. High spots stay dry, low spots waterlog, and the tubewell runs for hours to wet one uneven field. A laser land leveler grades the field almost perfectly flat, so water spreads evenly and nothing is wasted. Under the CM Punjab laser land leveler scheme, the government now pays close to half the cost of the machine.

This guide covers the full scheme in one place: current status, eligibility, documents, how to apply, balloting, price after subsidy, field best practices, and how a service provider earns back the investment.

What is a laser land leveler and how does it work?

A complete laser land leveler is a tractor-drawn scraper bucket whose blade height is controlled by a laser beam. It grades a field to within about 2 cm, which a karah or plank cannot match.

  1. Laser transmitter on a tripod at the field edge spins a flat laser beam over the plot.
  2. Receiver on a mast above the bucket reads where the beam hits.
  3. Control box in the tractor cab compares that reading with the target level.
  4. Hydraulic scraper bucket (6 to 8 ft) cuts soil from high spots and drops it in low spots automatically.

The operator surveys the field, sets zero slope or a slight slope towards the water outlet, then makes repeated passes. A 7 ft bucket suits most 50 to 85 hp tractors.

Farmers also see even germination, fewer weeds in wet patches, less salinity in low spots, better fertiliser use and lower diesel or electricity bills on the tubewell. The gains are largest in rice-wheat fields, where standing water must sit evenly across the plot.

Quick fact: Older Punjab schemes paid only Rs 225,000 to Rs 250,000 per unit. The 2026 subsidy is more than double that.

Laser land leveler subsidy eligibility criteria 2026

You qualify if you farm in Punjab, own a tractor, and agree to provide leveling services to other farmers.

  • Residence: Punjab resident with a valid CNIC.
  • Land: owner, tenant, lessee or self-cultivator of agricultural land in Punjab.
  • Tractor: you must own a working tractor able to pull the laser unit.
  • Service duty: you agree to level about 300 acres per year for other farmers on rent.
  • No repeat benefit: neither you nor a family member got a laser leveler subsidy before.
  • Not a defaulter of any government financial institution.
  • Preference: agricultural machinery service providers and agriculture graduates with land.

Land limit: the January 2026 South Punjab notice asked for 5 to 25 acres; the department’s standing FAQ says up to 12.5 acres. Confirm the limit in the 2026-27 advertisement at your OFWM office.

Required documents for the laser land leveler subsidy

  • Completed application form (OFWM office or OFWM website)
  • Copy of valid CNIC
  • Fard Jamabandi or certified Fard Malkiyat; lease or tenancy agreement if not the owner
  • Tractor registration book in your name
  • Affidavit on stamp paper accepting scheme terms (rental service, no sale for 3 years)
  • Recent passport-size photographs
  • Mobile number registered on your CNIC
  • Service provider or agriculture degree proof, if claiming preference

Use a recently issued Fard so land details match at scrutiny.

How to apply for the CM Punjab laser land leveler scheme

There is no full online application. The department advertises each round in newspapers, and you submit a paper form at the OFWM office.

  1. Watch for the advertisement in newspapers and on the Agriculture Department website. It gives the district quota and last date.
  2. Get the form from your tehsil or district OFWM office, or download it from the OFWM website.
  3. Fill it carefully: name exactly as on CNIC, khasra and khewat numbers, tractor details, mobile number.
  4. Attach documents and sign the affidavit.
  5. Submit to the Assistant Director Agriculture (OFWM) at tehsil level or Deputy Director at district level. Keep the receipt.
  6. Scrutiny: officials verify land, tractor and past-benefit records.
  7. Balloting: eligible applicants enter a computerised draw by the District Allotment Committee.
  8. After selection: buy from a pre-qualified supplier and complete operator training.

Can I apply online in 2026? Not for the laser leveler grant. The CM Punjab Green Tractor scheme has an online portal, but laser leveler forms go to OFWM offices. Any site charging a “registration fee” for this scheme is a scam.

Balloting and conditions after you win

Meeting the criteria does not guarantee a unit. In Gujrat’s April 2026 draw, 112 farmers applied, 71 were eligible and 20 were selected, about 1 in 4 eligible applicants.

Once selected:

  • Approved suppliers only: a unit from an unlisted dealer will not get the grant.
  • Grant paid against the unit: the department pays Rs 600,000 or Rs 700,000; you pay the rest.
  • Operator training: one operator per unit is trained in survey and operation.
  • Rental duty: level about 300 acres a year for other farmers.
  • No sale for 3 years.
  • Recovery on violation: the full grant can be recovered as arrears of land revenue.

Laser land leveler price in Pakistan 2026 (before and after subsidy)

A complete laser land leveler costs about Rs 1.2 to 1.4 million, per the Agriculture Department. Dealer quotes range wider, about Rs 700,000 to Rs 1.4 million, depending on the transmitter and build.

Unit priceSubsidyYou pay (Punjab)You pay (Pothohar, Rs 700,000)
Rs 1,400,000Rs 600,000Rs 800,000Rs 700,000
Rs 1,200,000Rs 600,000Rs 600,000Rs 500,000
Rs 1,000,000Rs 600,000Rs 400,000Rs 300,000

The subsidy is a fixed amount, not a percentage, so a cheaper approved model lowers your share rupee for rupee.

What drives the price: transmitter brand (imported vs local), receiver and control box, bucket size (6, 7 or 8 ft), hydraulic valve quality, steel thickness, and whether installation and training are included.

7 ft Agrizone price: Agrizone is Indian; prices online are in Indian rupees, not PKR. For the subsidy, what matters is whether the model is on Punjab’s approved list, not the brand.

Not a farm machine: Rs 10,000 to Rs 35,000 “laser levels” are construction tools and cannot level a field.

Best practices for laser land leveling in Punjab

Good leveling depends as much on timing and operation as on the machine.

  • Level right after harvest (wheat in April-May, rice in October-November), before land preparation for the next crop.
  • Work at the right soil moisture: soil should crumble in the hand, not stick. Wet soil smears and compacts; very dry soil forms clods.
  • Plough first, then level: loose soil moves faster and saves diesel.
  • Survey before cutting: take readings across the field to find the average height, then set the target level and slope.
  • Keep cut depth shallow: remove only a few inches per pass to protect fertile topsoil.
  • Check the transmitter daily: a tripod knocked out of level spoils the whole field.
  • Maintain the unit: grease hydraulics, check hoses and keep the cutting edge sharp each season.
  • Re-level every few years, or when uneven patches reappear after heavy rain or flood irrigation.

Quick fact: A tractor with a laser unit can level several acres a day on moderately uneven land, which is why one subsidised unit is expected to serve about 300 acres a year.

Can a service provider earn back the cost?

Yes; that is the model the scheme is built on. A department case study recorded a beneficiary earning Rs 250,000 to Rs 300,000 a year from leveling services.

  • Your share after subsidy: Rs 600,000 to Rs 800,000.
  • Gross rental income at case-study level: Rs 250,000 to Rs 300,000 a year.
  • Rough payback: 2 to 3 years of gross income, longer after fuel and operator costs, sooner if you also level your own land.

No dedicated laser leveler grant was found for Khyber Pakhtunkhwa or Balochistan in 2026.

The laser leveler grant sits alongside the CM Punjab Green Tractor scheme and the Kissan Card. They are separate programmes with separate applications. A farmer who gets a subsidised tractor through Green Tractor can later apply for a laser unit, since owning a tractor is the main condition. The Kissan Card is not a stated requirement for the laser leveler grant; check the 2026-27 advertisement in case that changes.

Mistakes and scams to avoid

  • Paying anyone for “registration”; the form is free.
  • WhatsApp agents promising a guaranteed ballot; selection is by computerised draw only.
  • Buying a unit before your selection is confirmed in writing.
  • Buying from an unapproved dealer.
  • Budgeting on old rates (Rs 225,000 or Rs 250,000).
  • Skipping the 300-acre rental duty or selling within 3 years.
